It’s quite hard to fit the words ‘Dubrovnik’ and ‘budget’ in one sentence, because it’s the most expensive place/area on the Adriatic Coast. Also, the fact that you’re coming in May will not ease it on your pocket, since there’s no low or high season there – it’s always the high season when it comes to prices.
You’re right that the town itself should not be your only destination, and depending on your budget, you may wish to stay in the area, or venture further away from it. I recommend the Elaphiti Islands (3 of them) that you can visit by boat, as a day trip. You will have no problems reaching these places by boat or by bus, but bear in mind there’s no train to/from Dubrovnik. Croatia is not a huge country, which allows you to cover it comfortably&on a budget by bus, and you can sample a bit of nearly everything: the seaside, the villages, the natural beauties, the ports, the capital. Montenegro to the south and Slovenia to the north could also be of interest if you’re plotting to travel outside Croatia. Italy is also close, just across the Adriatic Sea, and so is Austria (or Hungary) by continental routes to the north/north-west. But I suppose all these places would demand more funds than what you described as ‘a really tight budget’
